1. I attach a draft submission and replies to the second, third and fourth of Sir Anthony Royle's PQ's.

2. The replies we suggested are in our telegram number 914 and Hong Kong's comments are in their telegrams numbers 1084 and 1091.

3. The draft reply to the second question marked B is a precis of the Hong Kong draft which was too long. The draft of the third marked C is based on the even longer Hong Kong draft and the description of the work of the Environmental Protection Agency in the Annual Report. The last draft is a combination of our and Hong Kong's drafts.
