and do such other things as are necessary, and to validate such things done, including any agreement entered into, prior to amendment; and
(b) to enable the designation of restricted areas at the station and the making of regulations in respect of such restricted areas.
The Kowloon-Canton Railway (Amendment) Bill 1981 at Annex A and the Kowloon-Canton Railway (Restricted Areas) Regulations 1981 at Annex B seek to do this.

Clause 2 of the bill seeks to empower the General Manager subject to the approval of the Governor in Council, to make regulations providing for areas of the railway to be declared restricted areas, for the issue of permits for access to such areas and for the making and admissibility in court of plans delineating any restricted areas. The powers and penalties for offences are in line with those in the Hong Kong Airport (Restricted Areas) Regulations, Chapter 292.

Clause 3 seeks to insert a new section 29A to give the General Manager authority to establish a through train service to China and to settle details regarding its operation, subject to any directions that may be given to him by the Governor. As the through train service is of an international nature, the general provisions of the principal Ordinance and its subsidiary legislation would in future apply to the extent that they are not inconsistent with any agreement made with the Chinese authorities. The proposed arrangements are designed so as to give the General Manager freedom of action to negotiate most matters of a purely operational nature with the GRA: he has of course similar powers with respect to the operation of the British section of the Railway. Where matters of policy or other important matters are concerned they would continue to be referred to the Secretary for the Environment and, when necessary, this Council, for advice and direction.

Clause 4 of the bill seeks to validate previous actions of the General Manager in concluding arrangements for a through train service to China.
