be... about 1.4 million boardings a day so that additional demand could be met from this quarter for a few years. But, by the turn of the century, since PLBS are not a significant contributor to total capacity and are unlikely, to be increased in number, and since both the MTR Island Line and the trams are likely to be running near to capacity with 1.4 million and 0.6 million daily boardings respectively, the buses would have to cater for any additional passengers. Subject to the restraint of kerb- side space, it is possible that they could provide some limited additional public transport capacity.

Whilst it is planned that, by the end of the century, all the public passenger transport capacity in the Corridor will be fully employed, it is clear that the phasing in of this capacity will present problems. The reason is that the development of the infrastructure (and particularly the MTR Island Line) will be necessarily discrete) whereas the demand is expected to grow continuously.

For a number of reasons, the Island Line should be built. as soon as possible for completion in 1986. First, by 1986, the demand for public transport in the Corridor is likely to be such that the existing modes could not cope anyway. Secondly, delay would mean that many of the sites required for constructing the station concourses would no longer be available. Thirdly, the present world situation for civil engineering contractors and mechanical engineering suppliers, together with the fact that a number of specialist inter-național contractors are presently here favours, as it happens, an earlier rather than a later start. Fourthly, if the Island Line were completed any later than 1986, the capacities of the other modes serving the Corridor would have to be further built up meet growing demand. If this were to happen the introduction of a competing MTR in the Corridor could do a great deal of sudden commercial harm to all operators except perhaps the tram. As it is, introducing the Island Line into the Corridor even in 1986 could, of itself, mean some subsequent lean years for all operators, including the MTRC, which might well involve fare increases.
