For the construction of a bus terminus, funds are provided under the Public Works Non-Recurrent Vote. A total project estimate of $27.62 million for the construction of a multi-storey car park and a public toilet has been approved by Finance Committee. This cost of $27, 62 million will be met by the MTRC and offset by an equivalent reduction in the site premium.

Subject to the approval of the Finance Committee of the Legislative Council it is proposed that premium for the MTR stations should be paid for in equity. Premium for the associated developments will be paid in cash in a lump sum.

Public Reaction

There have been no known objections to similar grants made to the MTRC in the past. The present proposals are not expected to attract a lot of public interest.

Publicity

As with the other development sites already granted to the MTRC, publicity will be concentrated on the case for granting these sites to the Corporation. At the same time, emphasis will be laid on the liability of the Corporation to premia assessed at full market value. The advantages of having the Corporation develop the sites will be emphasised.

Advice Sought

Members will be asked to advise whether grants should be made to the Mass Transit Railway Corporation of the Kwai Chung Town Lot No 377 and Kwai Chung Town Lot No 375 for comprehensive develop- ment on the basic terms and conditions set out in paragraphs 5 and 7 respectively.

(The Mass Transit Adviser (Mr FONG Chun-nam) and the Deputy Secretary for the Environment (Mr J.R. TODD) will attend before the Council for the discussion of this item).
