The Kwai Fong site is shown on the plan at Annex C. This site of about 18, 360 square metres is within an area zoned "undetermined" on the Kwai Chung Outline Zoning Plan No LTW/145. An application under section 16 of the Town Planning Ordinance (Chapter 131) for commercial/residential purposes has been approved by the Town Planning Board. The non-industrial development which adjoins the station, the roof of which will form part of the open space requirement in the develop- ment, will comprise two 31-storey and three 32-storey residential blocks and three storeys of commercial development. The Corporation will be required to construct a bus terminus with the cost paid for by Government and a public toilet and a multi-storey car-park, the cost of which will be deducted from the premium.

Building Covenant
Grantee shall complete and make fit for occupation and operation the Station and Distribution Substation on or before 30th September 1982 and shall complete and make fit for occupation and non-industrial development on or before 31st December 1983 and shall expend not less than $159 million (excluding moneys spent on the construction of the Station and Distribution Sub-station).
Premium
· (i) $16 million in respect of the MTR Station
