The purpose of this memorandum is to seek Members' approval for the grant to the Mass Transit Railway Corporation (MTRC) by private treaty of the following two sites for comprehensive develop- ment on the basic terms and conditions set out in paragraphs 5 and 7 below:-

Kwai Hing Station and Development (to be
known as Kwai Chung Town Lot No 377); and
Kwai Fong Station and Development (to be known as Kwai Chung Town Lot No 375).
On 29th July 1975, after considering memorandum XCC(75)45, Council advised and the Governor ordered, inter alia, that the statement of principles for grants of land and interests in land to the future MTRC set out in Annex B to the memorandum should be adopted. Paragraphs 6-8 of that memorandum (Annex A) summarise the principles to be adopted in respect of land grants to the Corporation. On 31st January 1978, after considering memorandum XCC(78)8, Council advised and the Governor ordered, inter alia, that the MTRC would be offered the opportunity to develop above the Tsuen Wan Depot and that the Corporation should in principle be allowed to develop other sites in association with stations. In paragraph 14 of memorandum XCC(78)8, Members were informed that further possible development sites in association with other stations would be examined, and, if recommended for development, would be the subject of a separate submission.
Kwai Hing and Kwai Fong Stations and Developments

As with the Argyle site, the grant of which to the MTRC was dealt with in paragraph 13 of memorandum XCC(75)45, these two develop- ment sites do not occupy the air space above the stations, but lie adjacent to both stations. The outright grants to the MTRC are recommended for the following reasons:-
