There are, obviously, serious issues at stake to which further consideration must be given in due course, but for the purpose of Charles Birch's discussions with the MTR in Hong Kong this week he should be free to acknowledge the HK dollar financing requirement, explain the problems that this causes particularly for the civil contracts, but he should not firmly and finally rule out the possibility for any contract.
