Chinese and CLP developments:

Consideration of the feasibility report continues; there are indications particular emphasis is being placed upon finance issues; there is no sign of an imminent decision.

the Chinese are aware of our preparedness to send a high-level delegation to Peking and have indicated that we will be invited when appropriate

Chinese have signed an agreement with Japan for co-operation in civil

nuclear matters

Chinese have signed agreement with Westinghouse to build turbine-generators

under licence

- Bechtel have been invited to give a presentation on constructing PR's S

Chinese interested in obtaining civil construction work on Castle Peak 'B'; delegation led by Zhang Bin, Vice Minister of Electric Power responsible

for fossil and nuclear stations visited CLP end September.

Zhang Ben issued invitations to Kadoorie and Stones to visit Peking

Michael Kadoorie reports Chinese seeking confirmation from French that

terms offered by Gisauard still available

at Management Committee meeting, Stones was told that some factions

prefer an immediate opening of negotiations with potential suppliers; others

wanted more studies

Hong Kong Government has approved in principle purchase by CLP of electricity from nuclear station provided it was no more expensive than

locally generated

Lord Kadoorie arrives 11 October and departs 23 October

Mr Stones arrives 31 October and departs 14 November
