Lord Kadoorie (formerly Sir Lawrence) is Chairman of China Light & Power Company Ltd (CLP), and also has substantial interests in property, hotels and other areas in Hong Kong. CLP is one of two utilities in the colony supplying electricity (the other being Hong Kong Electric) and has a monoroly in Kowloon and the New Territories.

In March 1981, the Foreign Secretary, during a visit to Hong Kong, announced that CLP was to order a power station from GEC worth about £550m which brings their purchases from the UK to around £1000m at Current prices since 1988. Progress on previous projects remains generally- very satisfactory
