I have just seen a copy of telegram INDUS 322 which you sent out to March in Hong Kong. I should like to register my surprise that in your first paragraph you express your concern about the pressure which Dr Marshall is exerting in favour of a UK/Westinghouse package. In the light of recent Ministerial correspondence on this project I would have expected you to be welcoming Dr Marshall's attempts to generate a package which the UK could deploy if China wishes to have a Westinghouse reactor.

Are posts in Peking and Hong Kong aware of the recent correspondence between Ministers?
