Mr Manzie opened the meeting by saying that he had called it because
there had not been such a meeting for some months and he wished to
review the present situation, and also to allow Mr Stones to attend.
He then asked Mr Havelock to summarise the present position.
Mr Havelock said that there still remained considerable uncertainties
over the project and the Chinese had as yet given no indication as
to whether or not it would go ahead, and if so, which country would
be invited to supply the nuclear island. However, he believe that
the Chinese might announce a decision early in the New Year, and were
currently looking in rather more detail at the financial aspects.
The British Embassy in Peking had told the Chinese on a number of
occasions that senior British officials were prepared to visit
Peking whenever invited to discuss the project; the Chinese reply was
always the same in that an invitation would be issued to HMG as soon
as a decision had been reached. Mr Havelock reported that the Chinese
had signed an agreement with Japan over the peaceful use of nuclear
energy, and also with Westinghouse to manufacture under license
