The meeting was held immediately before a general meeting with Mr Stones

and Mr Brookes of CLP.

Mr Manzie reported that Mr Lippitt had spoken to him, following a meeting

with M Aboudarhan of Framatome, and Ir Lippitt had asked whether GEC

could immediately sign the Agreement, or whether further Government

approval was required. It was agreed that the Ministerial re remit

permitted immediate signature but there was no further discussion on fuel

supplies. On fuel, the common view was that the only way to obtain

involvement for BNFL would be for CLP to exert some pressure in China.

Mr Manzie said that M Esper had still not agreed that Framatome could

sign the Agreement, but because of the advice of Hi Ambassador in Paris,

he was not pressing the point.

It was reported that Mr Potter was again proposing to visit China, within

the next 3 or 4 days, allegedly following an invitation from Lu Ying.

There had been some discussion as to whether or not Mr Thompson from

the China Trade Unit, ETC Hong Kong, should accompany Mr Potter, but it

was concluded that this should not be done to avoid giving too much

prestige and importance to Mr Potter. However, it was necessary to brief
