I know that Barbara Parkin has spoken to you about your letter to me of 28 May and I should like strongly to support her view that there does not seen to be good reason at the mement for launching a visit by officials from any depart- ment in Whitehall. Certainly it would seem to me inadvisable to take a decision before we had considered advice from Peking and Hong Kong.

I recall that on many occasions we have been told of the diff- iculties of dealing with Chinese people who doûdnot readily take to transacting business with new faces. I am therefore very surprised that it should be suggested that a qüiek in and out mission would either be able to add further convic- tion to the messages delivered by Lord Carrington or to find out anything of value to us in formulating our future policy.

I am not able to attend or be represented at a meeting today. I believe it would be useful to have a meeting in the near future on the basis of a paper prepared by DOI which considered the desirable next steps for the UK. This should cover our attitude to Dr Marshall and NNC responding to Lu Ying's invita- tion in the light of Potter's and Franklin's recent visits and of the changes of the French administration. Messrs Manley and Reeves current visit to Washington may also provide further material for inclusion in such a paper.
