On return from holiday I have seen a copy of your letter of 4th June to Alan Havelock. You will by now also have seen a copy of Peking Telno 424 of 15th June. We have meanwhile arranged a meeting of the Guangdong group of officials under Mr Manzie's chairmanship for Wednesday 24th June at 3 pm here at the Department. I am not however proposing to prepare a paper for that but would suggest the following items for the agenda:
Review of latest position following French elections;
Possible discussion with Esper;
Possible official visit to China;
Lu Ying invitation to Dr Marshall and NNC to visit Guangdong;
Forthcoming visit of Chen Gang and possible visit by Guangdong Fice Premiers Governs;
Possible discussions with Westinghouse and Bechtel;
Finance/equity paper for Ministers.

The suggestion that Dr Marshall and his American opposite number might visit Guangdong is not necessarily totally compatible with the record of Ivor Manley's State Department meeting at which it was suggested that the Americans would be having further talks in Peking in July on non pealiferation issues. Perhaps you could give us some advice on this. Similarly I am uncertain as to the present position of the NNC including on this project and will be grateful if you could take soundings and advice us of the role you and any future Chairman see the MNC playing.
We also seem to have neglected any formal contact with the Chinese Ambassador in London and perhaps Robin McLaren in particular could offer us advice on this.
I enclose a draft of the paper I have written on equity incorporating suggestions from Schroders. However this version has not been finally cleared by them and there is also time for everyone else to add their own insight on this nebulous subject.
