Mr G H Stevens of the Department of Energy telephoned to ask what was the latest Hong Kong position on safety in the Guangdong Nuclear Project. He wanted to know particularly whether Hong Kong had indicated that they would agree to take advice from the Atomic Energy Authority.

Mr Stevens siad that he had asked me to speak to the Governor about this when I visited Hong Kong. If he did, I am afraid I forgot. In any case I am not aware that the Hong Kong position has changed. Would you please look up the papers and let me have a draft letter to Mr Stevens
