the first two 660 MW sets at CLP's Tap Shek Kok 'B' station should have been commissioned. These will be the largest sets in the generating systems of CLP and HEC (which are to be inter-connected in April 1981). In accordance with normal generating practice the two companies will have to maintain a joint spinning reserve of 660 MW. If the maximum amount of electricity to be purchased from Guangdong were limited to 660 MW (or 12% of the forecast maximum demand in 1988), a disruption in supply could be made good instantaneously by drawing on this joint spinning reserve.

So, it has been concluded that it would be advisable at this stage to proceed on the basis that Hong Kong's purchase of electricity from the proposed nuclear power plant in Guangdong should generally not exceed the amount of spinning reserve maintained jointly by the two power companies.

A decision on our side to limit the amount of power we can take to around 660 MW would have obvious implications for the size of the plant installed in China, and on the financial arrangements. The Guangdong authorities have indicated (paragraph 6(c) above) that as much as 1,300 MW might be made available to Hong Kong. This would represent about 24% of the total Hong Kong forecast demand in 1988 (details are annexed). But that was on the basis of a 2 x 1,000 MW plant. One of CLP's present views is that a dual turbine (2 x 660 MW) plant would be more appropriate to W begin with, given the state of development of nuclear reactors' generally and pressurised water reactors (a strong preference with the Chinese) in particular. Pruchasing half of the output of such a plant would not present any undue difficulty to CLP. KEC has not reacted against such a proposi- tion, which CLP will be pursuing at future meetings. An advantage of two turbines is that it reduces the risk of failure. An alternative CLP is pursuing is a single 900 MW reactor.-liqkarag

As regards paragraph 13(c) above (the inclusion of other Hong Kong parties in the proposed CLP/KEC joint venture), since in determining how much electricity could be safely purchased from Guangdong, it is necessary to have regard to the overall demand in Hong Kong as a whole, and since the systems of CLP and HEC are to be interconnected by April 1981, it is logical that HEC should be given the opportunity to participate in the joint venture.
