Mr Manzie invited Mr Brown, who had just returned from Hong Kong,
to report on the meetings that he had held whilst there.
Mr Brown said that Mr Thomson had met Lu Ying who said that the
State Council was sympathetic to the project but had not reached
any final conclusions. The Chinese had no preference as between
Westinghouse or Framatome, and it was also suggested that an
official British visit would he premature at the moment.
Mr Brown then referred to a meeting between Mr Stones, Nai Ling,
Mr Thomson and himself at which Nai Ling reported on a visit he
had made to Cheng Gang following the latters' return from Peking.
A report of that conversation was to be circulated, bur Mr Brown
said that his impressions were that the Chinese commitment to
the project was increasingly real, as evidenced by the consider-
able amount of effort that had been put into the consideration of
the Feasibility Study, and the detailed questions that were
beginning to emerge. Chen Gang had been quite open about the
criticisms of the report made by Peking. Mr Brown thought that
equity should be viewed as a symbol of commitment and noted that
