The Dong Shan site in Daya Bay is more sheltered from Shenzen Hong Kong. However, there are problems with the local and central government planning in this area.

Both the Tun Yang and Dong Shan sites are considered suitable for the location of a nuclear power station. Tun Yang is marginally better from a technical and economic point of view. Dong Shan is however more remote and sheltered by a range of mountains from Shenzhen and Hong Kong and is therefore preferred by CLP. As there are planning problems yet to be solved, the selection between Tun Yang and Dong Shan should not be made until the negotiations with the planning authorities are completed.
