In conclusion the financial analyses demonstrate that it economically and financially viable to develop a joint PWR nuclear power station of approximately 2 x 900 Mwe capacity in Guangdong.

SITE SELECTION

More than ten nuclear station sites have been considered since October 1979. After a preliminary investigation on the seismic, geological, meteorological, hydrological and

and environmental aspects, the three sites at Tun Yang, Dong Shan and Hu Tou Jiao were chosen for further investigation.

The three sites are located along the coasts of Mirs Bay and Daya Bay north-east of Hong Kong and east of Pearl River Delta.

The site at Hu Tou Jiao is very near the Tai Po Hai Feng Fault and is not recommended due to the unfavourable geological conditions.

By comparison with Hu Tou Jiao, both Tun Yang and Dong Shan sites are geologically more stable and will satisfy the construction requirements. Both of these sites are considered safe to population of Guangdong and Hong Kong. The two sites also satisfy acceptance criteria in all other respects and they are therefore recommended as possible sites for a nuclear power station.

From an engineering and economic view point the site at Tun Yang appears to be more favourable. However, this site is closer to Hong Kong and could give rise to adverse public reaction. The area is also scheduled for tourist and special industrial development by the Shenzhen Authorities.

The Dong Shan site at Daya Bay is more sheltered from Shenzhen and

Hong Kong. However, there are also problems with the local and central government planning in the area.

Both the Tun Yang and Dong Shan sites are considered suitable for the location of a nuclear power station. Tun Yang is marginally better from a technical and economic point of view but Dong Shan is more remote and sheltered from Shenzhen and Hong Kong by a range of mountains and is therefore preferred by CLP. As there are planning problems yet to be solved, the selection between Tun Yang and Dong Shan should not be made until the negotiations with the relevant planning authorities are completed.

RECOMMENDATIONS OF THE EXECUTIVE COMMITTEE

(i)

GPC and CLP shall recommend to their respective Boards of Directors and Government authorities that а joint nuclear power company tentatively called Guangdong Nuclear Power Company (GNPC) be established by 1st April 1981 to develop, operate and manage a joint nuclear power station in Guangdong. GNPC shall be registered in China and under the laws of the People's Republic of China.
