Agreement was reached on this basis. The DOI will now prepare a draft letter for Sir K Joseph to send to Lord Carrington and circulate it for clearance to departments early this week.

Mr Manzie intended to speak to Mr March by telephone over the weekend to try to establish whether a further message from him (Manzie) might be helpful in calming Sir L Kadoorie.
