LORD CARRINGTON'S VISIT TO CHINA GUANGDONG NUCLEAR PROJECT
1. I enclose draft Speaking Notes for Lord Carrington's use during his visit from 1-5 April. It is proposed that the Guangdong nuclear project should be raised with Foreign Minister Huang Hua but discussed more substantively with Premier Zhao Ziyang.
2. The draft Speaking Notes draw on those prepared for Mr Parkinson as well as those prepared for Lord Carrington's aborted visit in October. I am now working on the background brief and will hope to circulate this as soon as possible. I should, however, be grateful for comments by close of play on 18 February on the draft points. to make.
