2. Mr. W. L. Mayers, Generation Engineer, and Mr. J. H.

Woods, Site Manager, mentioned that all the work done had been accomplished in a period of two years and three months and went on to describe the plant lay- out and the boilers and turbines we had purchased from British suppliers. Our visitors asked many

questions and showed considerable interest.

Towards the end of the visit, it was suggested to

Mr. Lu that he might wish to spend a few minutes privately with me to discuss the Nuclear Power Project for Guangdong Province.

This resulted in a conversation lasting over

and a quarter which I believe to be the most instructive, and hopefully constructive, I have yet attended regarding this subject. The conversation was carried out in the presence of Mr. S.K.L. Poon, Forward Planning Engineer, CLP, and Mr. Guo Weijiong, Interpreter, Guangdong Provincial Foreign Trade Bureau.

During the meeting, Mr. Lu's attitude changed from silent reserve to one of complete openness. Mr. Lu said "We talk as friends without commitment on either side". Replies to my questions were given in an entirely relaxed atmosphere and just as I had given my views freely, so did Mr. Lu express his opinions.

5. I started the conversation by saying that the feasibility

study was nearing completion and that if as I expected a nuclear power station for Guangdong Province proved to be a viable proposition, there were certain basic principles which would have to be agreed.

6. A nuclear power station such as was contemplated was a project of such importance and magnitude that it could

only be dealt with on a Government to Government basis.
