The Executive Committee will establish and control all subordinate working groups carrying out the feasibility study and will decide whether or not to proceed with the establishment of a joint development company on completion of the study. Following the decision to proceed with the joint development company, the Executive Committee will submit the Feasibility Report together with the draft Agreement, Contract and Articles of Association of the joint development to the respective Governments for approval.
