I have not been able to discuss your suggestion with Mr Rushford due to his illness. However, I do not think it will be necessary to write to Hong Kong on this matter. I agree with Mr Kinchen when he says that Hong Kong regard these bilaterals as coming under the umbrella of the MFA. The Hong Kong authorities are conscious of the need to avoid any misrepresentation of their legal status which might have repercussions on both the UK's, and Hong Kong's relations with China.
