Senator Brock's visit to leading EC capitals (Bonn, Brussels, and Paris) and Geneva had left him with the feeling that problems existed, but most were manageable. The new United States Administration was intent on "aggressively seeking to strengthen its links with the EC". The United Kingdom could be of special assistance in this respect. The issues covered at this meeting
were:-
(i) the GATT, and future agenda;
(ii)
trade relations with Japan;
(iii)
(iv)
Multi-Fibre Arrangement;
international credits;
(v) shipping policy;
(vi) United States engery price de-regulation;
(vii) United Kingdom inward investment policy; and
(viii)
GATT
Kraft paper.
Senator Brock felt that it was important to sustain and strengthen the GATT, particularly at a time of growing protectionist pressures. A new set of "Wise Men" was probably not appropriate, and had not been supported during his European discussions. But it was important
