Thank you again for the opportunity of meeting with you and representatives of your organisation while you were in Hong Kong.

I have had individual discussions with executives of member companies whose products fall into the two categories which currently concern the U.K. industry: television receivers and music centers. In these discussions, I proposed various means by which we might be able to accumulate and combine members' forecasts of supply to the U.K. market for 1982, so that we might provide your Council with an indication of what to expect from Hong Kong.
I regret that, as I suspected might happen, members have proven extremely reluctant to divulge this information, even in anonymous form. Some members claimed they are not able to forecast their shipments beyond 90 or 120 days, on the ground that they rely on orders from buyers in the U.K. and those orders are not regular to stable. Other stated they have no intention of divulging what they "regard as "proprietary information" to anyone, as they have never previously been asked to do this; makers in this group implied they view this sort of request as "the thin end of the wedge" of quotas or similar restrictions.
I will continue to persue this issue with my members, as I consider it vital to their interests that they do make the effort to co- operate with the U.K. industry in order to avoid a possible confrontation over exports to your market. I am sorry we have not yet succeeded in obtaining a more positive response for you.
