Technical Education & Industrial Training

The Government has recognised that the continued expansion of Hong Kong's industry depends heavily on an adequate supply of properly trained and skilled manpower. It has therefore embarked upon a pro- gramme of expansion and continued improvement of technical education. This includes further expansion of the universities and the Polytechnic; provision of new technical institutes, secondary technical and prevoca- tional schools; the opening of a separate Technical Teachers' College; and the establishment of the Hong Kong Training Council to advise the Government on manpower planning and training needs.

Hong Kong Training Council

This Training Council advises the Government on the training of manpower for the industrial, commercial and service sectors. Under the Council, 16 industry and commerce training boards, and eight commit- tees have been established. The training boards are responsible for advising on all training matters and the determination of manpower requirements of a number of major industries and commercial and service fields. These are automobile repair and servicing, building and civil engineering, clothing, electrical, electronics, machine shop and metal working, plastics, printing, shipbuilding and repairing, textiles, accountancy and allied fields, banking, hotel, catering and tourism, in- surance, journalism, and wholesale/retail and import/ export trade. The committees are responsible for advising on training matters common to more than one industry or commercial field such as apprenticeship, instructor training, technical training in institutions, translation of technical terms, vocational training, training of technologists, management and supervisory training, and training in industries which are outside the scope of the ten industry boards. The entire Training Council complex is serviced by the Training Council Division of the Labour Department.

University Education

Higher education is provided by the two universities, which have an undergraduate enrolment of 11,000. The University of Hong Kong has five faculties and three schools; and the Chinese University of Hong Kong comprises three foundation colleges. Degrees awarded by the two universities are recognised throughout the British Commonwealth.

The two universities also offer extra-mural courses in a wide range of subjects for 27,000 adult students. There is a number of intensive vocational and profes- sional courses which lead to the award of various qualifications, including a University Diploma in Management Studies.
