Hong Kong's record of economic growth and social progress over the last two decades stands second to none. Pressures of population have lent a special urgency to the rapid provision of homes, jobs, education, health and welfare services and outlets for recreational and cultural pursuits. Everywhere are visible signs of prosperity. The housing estates and factory blocks spouting from the reclaimed land of our new towns; the arterial roads connecting them; the rapidly redeveloping urban centres; a new under- ground railway system; a railway in the process of doubling its capacity; all stand as both a testament to the vitality of the community and an open invitation to investors.

The seeds of this phenomenal growth were a natural harbour, a dynamic work force and the spur of necessity. But equally important is the temperate climate of Government which has brought the seed to maturity. We believe passionately in the merits of free trade and free enterprise and, while concerned to ensure fair play, trust in the ability of individual businessmen to decide how best to utilise the resources available to him.

Our manufacturers have a flair for innovation and a keen awareness of the demands for change imposed by competition. Increasingly they are moving towards a higher grade of product and more sophisticated manufacturing process.
