MINISTER OF STATE (MR BAKER'S) VISIT TO HONG KONG
I attach the Steering Brief for this visit on which I should be grateful for your, and other recipients', comments.
2. You will see that para 8 refers to the as yet to be arranged meeting with the Director of Trade, Industry and Customs. It also covers the approach Mr Baker should adopt on consumer electronics. I accept that what is said has yet to be agreed but the Steering Brief has to be with the Minister by noon on 15 April. Time to resolve consumer electronics is therefore a luxury I cannot afford. I will of course make clear to Mr Baker that the line to take, and the meeting itself, remains open for discussion and that I will telegraph the final line to Tokyo.
I should be glad to receive all comments by 3 pm on 14 April. Comments after that time will not be included in a revised Steering Briefs.
