Thank you for letting us see the draft Steering Brief for this visit. You will, I expect, now have seen Mr Blaker's letter to Mr Baker on consumer electronics; I look forward to seeing the revised draft brief on this subject. The Steering Brief, as you say, will need to be amended by telegram.
2. We propose one or two minor amendments to Paragraph 1, as follows:
First sentence: Omit 'Your...by' and add 'Your visit comes at a time
when HMG's commitment to Hong Kong and its prosperity has been increasingly questioned due to
Second sentence: Omit 'These...have' and add 'This insecurity about
HMG's intentions has been exacerbated

Fourth sentence: 'However, Lord Carrington's visit in early April went
some way to calm fears about HMG's commitment and showed that there is considerable goodwill towards the UK in the territory'.
3. On a more general point, we prefer the use of the word 'territory' to describe Hong Kong rather than 'colony' as the former is now some- thing of an anachronism.
4. The brief should be graded 'confidential' and given the protection which this security classification requires if being taken to Hong Kong.
