OPPORTUNITIES FOR BRITISH TRADE IN HONG KONG

Problem

1. Should Lord Carrington, following his recent visit to Hong Kong,

raise with the Secretary of State for Trade the opportunities which

the territory offers British firms.

Recommendation

2.

I recommend that Lord Carrington need not raise this with Mr Biffen.

I attach a draft letter from Sir E Youde to the Senior British Trade

Commissioner in Hong Kong, who agrees.

Background

3. After a meeting in Government House in Hong Kong on 30 March,

Lord Carrington said that he would consider taking up with the

Secretary of State for Trade some of the trade points that emerged

from the discussion.

Argument

4. The Senior British Trade Commissioner in Hong Kong has commented

further and provided a draft speaking note (Mr March's letter of

15 April). However, he argues that the visit of the Minister for

Housing and Construction at the end of this month, together with the

action already being taken to follow up Mr Parkinson's textile mission

to Hong Kong last year, are enough. I agree. There is already ample

ministerial focus on Hong Kong in respect of the commercial opportuni-

ties there.
