I understand from Mr McLaren that it is not now proposed to provide a Grade 5S to head the China/Hong Kong Unit because Mr Allen is staying on in CRE4 for the time being. I naturally understand the logic behind this, but I would like to underline the fact that, unless Mr Allen is to take over charge of the Unit as a whole, which I understand is not the case, the problems over the coordination of trade work on Hong Kong, to which we have drawn attention in the past, are likely to continue.

It was the prospect of getting an experienced DS officer in charge of Hong Kong as well as China work which was the attraction of your original plan.

I hope very much therefore that you will be able to revert to this idea with the DOT before too long. For our part, we will keep in touch with the new Assistant Secretary in charge of the Far East, Mr Lowry, to see how his ideas develop.
