Meeting in Peking discusses Special Economic Zones (SEZs)

Ta Kung Pao (weekly supplement 25 June 1 July) reported on a high-level meeting in Peking held at the end of
June to discuss ways of extending the preferential treatment granted to foreign investors in the SEZs. According to the first edition of a new Hong Kong daily, Zhengming Ribao, on 18 June, the meeting was called by the Secretariat of the Party's Central Committee and was attended by representatives from no less than 20 Ministries and Departments under the State Council and by representatives from Guangdong and Fujian Provinces. Ren Zhongyi (Party 1st Secretary) and Wu Nansheng (responsible
for the Province's three SEZs) represented Guangdong.

Ta Kung Pao said that the meeting drew up new regulations
(to be implemented at a future date) confirming a number of measures which have already attracted speculation in the press. These include the exemption from tax and customs duties of "equipment and consumer goods for personal use in the SEZ" (wine and cigarettes excepted), multiple-entry visas for regular visitors to the SEZS, greater freedom for joint enterprises to hire and fire workers and the introduction of higher wages and better conditions of employment.

The article made passing reference to two other developments affecting Shenzhen which have also received some interest in the press. These are the sealing-off of the SEZ from the Chinese hinterland (Ta Kung Pao said that checkpoints will be set up on all six of the highways leading into the SEZ) and the circulation of a special currency within the Zone (possibly a foreign currency).
