9. The proposed development of a deep-water port at Chiwan on the southern tip of the peninsula is more plausible. Press reports have cited spokesmen from China Merchants Steam
Navigation Co. to the effect that officials from the Ministry of Petroleum Industries have begun a seabed survey at Chiwan
with a view to developing the port as an offshore oil
exploration support-base (mention has also been made of the
development of Guangzhou and Zhangjiang as such bases).
Shenzhen's administration

All local newspapers mentioned on 17 and 18 October a
reorganisation of Shenzhen's administration, reportedly designed to strengthen the leadership of the Special Economic Zone and streamline its management. The following appointments
were announced:
(i)
Liang Xiang Mayor and Secretary of Shenzhen
Municipal Committee (concurrently Provincial
Vice-Governor and 1st Deputy Director of the
Provincial Administration of Special Economic
Zones);
(ii)
Zhou Ding
Vice-Mayor and Deputy Secretary of
Shenzhen Municipal Committee;
(iii)
Zhou Qiwu

Liang Xiang, Zhou Ding, Zhou Qiwu, Fang Bao, Liu Bo
and Lin Jiang were also named as members of the Standing
Committee of the Shenzhen Municipal Party Committee.

In fact, Ta Kung Pao reported the appointment of
Liang Xiang as Mayor of Shenzhen as early as February of this
year (paragraph 5 of Monthly Notes: February). It seems that
Liang will continue to work to the Director of the Provincial
Administration of Special Economic Zones, Vice-Governor
Wu Nansheng.
