Mr. Dorward also took the opportunity of emphasising the importance

of effective arrangements for the certification of origin of textiles and other goods. Given the weight attached to such certificates in the inter- national market, efficient cooperation was to the mutual benefit of Hong Kong

and China. He referred to the new "outward processing" arrangements which

the Department of Trade, Industry and Customs were promoting in business

circles in Hong Kong. He hoped that the authorities in Shenzhen were already

aware of these, but if they were not, or if they wished to discuss the arrangements further, he would welcome a visit to Hong Kong by a delegation from Shenzhen. He looked forward to the opportunity to discuss these and

other matters with Mr. Li Pei who would be visiting Hong Kong from 7 June.

(N.B. TICD's Certificate of Origin Circulars on outward processing arrange- ments were forwarded through NCNA in March 1981).
