Road traffic

Man Kam To, Road vehicle access to Shenzhen is

presently restricted to one bridge at Man Kam To. During October, a total of 39,401 vehicles crossed this bridge (a

detailed breakdown of traffic movements at Man Kam; To in October is attached: Annex A). The daily average of 1, 271 crossings (624 incoming and 647 outgoing) seems to have

stabilised at roughly the same level in recent months.

Since 25 June, the bridge has also been used by coaches operated by the Motor Transport Company of Hong Kong and Guang- dong Ltd. (Inchcape/Guangdong cooperative venture) to three destinations beyond the Shenzhen Special Economic Zone (SEZ) to Huizhou, Xingning and Shantou, The company presently offers three outward and three inward trips each day. The number of

coach passengers crossing the bridge each day currently ranges

from 90 to 180 (see Annex A).

The Hong Kong Government are currently examining appli-

cations from other Hong Kong-based coach operators to run

services to Shenzhen. A short-list of suitably qualified companies with the necessary authorisation from the Chinese

authorities will be assembled. Once the short-list has been

discussed with the relevant Chinese authorities, one or more

coach services to Shenzhen via Man Kam To will be approved.

The Hong Kong Government is also considering the use of Man Kam To by a carefully restricted number of private motor cars. Permits will be issued only to those Hong Kong companies operating a bona fide cooperative venture in Shenzhen. Each company will be able to use one motor car for essential journeys to Shenzhen by nominated personnel. It is hoped that applications will begin to be considered on 1 January 1982 when,
