1. In your letter of 14 November 1980, you agreed to the two hovercraft in Hong Kong remaining there until January 1982 when the situation would be reviewed. We have now heard that the Hong Kong Government have conducted their own review and that they and the Commander, British Forces are agreed that the hover-

craft should be withdrawn as soon as this can be done.

Annex A to the Memorandum of Understanding also calls for a review in 1982 of the continuing need for the Raiding Squad Royal Marines. This has also been done and the Hong Kong Govern- ment have concluded that the Royal Marines continue to make a unique and valuable contribution to anti-illegal immigration operations, particularly against the speed boat threat and persistent illegal entry by sea. At this stage therefore they would like the 3 RSRMS' tour to be extended to December 1983 but subject to a further review in September 1982.
