REPORT FOR DECEMBER 1980

The team of three officials from China, led by

WANG Lu-ming, which has been inspecting the Party organisation in Hong Kong and Macau (para 2, November 1980 Peport) left on 24 December after a six weeks' stay.

It now appears that the Chief Auditor of the Bank of China in Hong Kong, LI Pinchau (para 4, November 1980 Report) has been moved. He actually left Hong Kong in August 1980, after 4 years in post, and has not returned. His removal

probably results from his alleged association in the past with supporters of the Gang of Four and he may be only the first of several on the Bank staff in Hong Kong to be removed on these

grounds.

Banking and Finance

A directive from the Bank of China which temporarily debarred communist banks in Hong Kong from onening US dollar accounts has been withdrawn. The suspension is not thought to be attributable to any political motive but is seen rather as action by the Bank to freeze arrangements while it reviewed the position.
