Cheung Kong and Kiu Kwong have collaborated in the past over other major projects, including a major Government housing project at Shatin and the big cement plant at Tap Shek Kok (paras 3 and 4, July 1979 Report).
Guangdong Enterprises Ltd., the agency recently set up in Hong Kong to handle all the Province's external economic business and its foreign trading activities (para 11, November 1980 Report) was officially opened by Vice-Governor ZFNG Dingshi of Guangdong. The agency has announced that it is to join the Hong Kong-based Chu Kong Shipping Co. to construct large godowns for the China trade on the waterfront of Kowloon Bay at a cost of HK$400 m. It is also seeking to join the consortium referred to in paragraph 8.

A Hong Kong company, Petroleum and Mining Equipment and Supply Far East Limited is reported to have been negotiating with the Chinese authorities to build a "petroleum centre" in Guangzhou. A spokesman for the firm said that Guangzhou is likely to become an oil supply base and operational headquarters for the South China Sea and that preparations were going on to build a centre to house all foreign exports working in the offshore oil fields. The Head Office of Inchcape Enterprises Ltd. in London, apparently on its own initiative, has prepared a plan for a logistic oil base in the She Hau Industrial Zone. However the firm's efforts to find out what is going on in the Zone have met with a statement by the China Merchants Steam
Navigation Co. (CMSN) that the project is "classified". The use of She Hau for this purpose has been much talked of, despite the relatively shallow water, but the present situation is
confused.
