Described as the first completed residential complex
in China, the apartments at the "Yuen Nam Wah Kiu Chinese Village" in Shanghai have been offered for sale to overseas Chinese for occupation by them, their relatives or their representatives. The development was financed and planned by
two Hong Kong companies.
Education

Following the rejection by China of their appeal
for funds (para 20, October 1980 Report), the three major communist schools in Hong Kong are planning to diversify their activities in an effort to ensure a steady income.
The Heung To Middle School has formed a trading company; the Hon Wah Middle School is to establish a paper factory in
China; and the Pui Kiu Middle School is considering various
similar ventures.

As a sequel to his meeting with his staff in January (para 15, January 1981 Report), NG Hong-man, the senior communist education official in Hong Kong, has directed that all communist schools lay considerable importance on the teaching of Chinese; that teachers be paid reasonable salaries; that closer links be forged with parents; and that (for the first time since the exposure of the Gang of Four) ideological | instruction be brought back into the curriculum. This final · part of the directive echoes the briefing given to banking and financial staff (see para 3).

Communist schools remain in contact with other
private schools over progress in the campaign for the use of Chinese as the medium of instruction (para 18, December 1980
Report). There are indications that, if there is public support for the campaign, representatives from private schools will form a group which the communists will seek to control.
