29 boats carrying 779 refugees arrived from Vietnam

in March (as against 6 and 204 in February). All the

refugees were ethnic Vietnamese and all except 29 on one

boat from the North were from Central or South Vietnam.

There was also one boat with 37 ethnic Chinese on

board who claimed to have come directly from Northern Vietnam

but who proved to have been settled in Suhui County in

Guangdong.

The predicted increase in direct arrivals has therefore

begun the number of refugees reaching Hong Kong in the first

three months of 1981 is roughly twice the number for the same

period in 1980. This higher rate is expected to continue and

even to increase further, at least until the monsoon changes

in September. The reasons for departure are largely economic:

refugees refer to food and other shortages. A fair number of

young men have left to avoid or escape from military service.
