The first of the regular meetings agreed in principle in Guangzhou in May (para 5 May 1981 Report) was held in Hong Kong's Central Government Offices. The Chinese sent a team of seven,

including representatives of the Guangzhou office of the M.F.A., the Frontier Inspection Service and the Telecommunications Service. The meeting proved very cordial. Agreement was reached on

arrangements for further meetings (the next is on 31 July) and on

setting up a cross border telephone link.

Multi Fibre Arrangements (MFA) Talks

Chinese delegates were present as observers at the talks held in Hong Kong in June between representatives of textile exporting

countries to discuss their attitude towards the MFA. The Chinese

delegates criticised the inequitable way in which the MFA worked to the advantage of developed countries and said that China would not readily become a party to it until it once again guaranteed "equality and mutual benefit to both importing and exporting countries."

Bishop of Guangzhou

After 22 years' imprisonment in China, the Catholic Bishop of Guangzhou, Dominic Tang, who is 73 years old, was released last autumn

"because he had shown repentance", the Chinese Patriotic Catholic

Church appointing him to his former see. He was allowed to come to Hong Kong in November for medical treatment and was granted a Hong Kong British passport by virtue of his birth in Hong Kong. In April he travelled to Rome, where the Vatican named him as Archbishop of

Guangzhou. The Chinese Catholic Church have now strongly denounced the Vatican's action and cancelled the appointment they made.
