meeting with ten commercial firms from China established in Hong Kong. The Chinese Ministry of Foreign Trade is to send a delegation to Hong Kong to examine the question of the CRC's relations with the CPG commercial organisations and its future role. It will presumably confer with the new Economic Co-ordination Group within the NCNA (para 2).

The CRC has announced the setting up of a purchasing organisation in Hong Kong to acquire oil drilling equipment and associated machinery. A Hong Kong based consortium, the Canadian and Oriental Oil Company, has been formed, under the chairmanship of one of Hong Kong's leading pro-communist businessmen, R.C. Lee, to bid for oil exploration concessions in the South China Sea.

According to detailed reports in a communist newspaper, information on the important policy decisions taken in Beijing in May and June regarding Special Economic Zones (para 11 June 1981 Report) was given at a Guangdong Provincial People's Congress meeting. Officials expressed their intention that these decisions should be reflected in specific measures in the Shenzhen SEZ within the next two months. The decisions include: the establishment of "labour companies" to provide skilled and unskilled workers for new industries (and greater freedom for employers to recruit and discharge employees); delegation to the SEZ s to conduct foreign trade on their own authority, subject to general policy directions; the possible issue of special currency in the Zones and setting up of branches of Hong Kong and foreign banks there; the use of foreign capital to build the infrastructure (airports, harbours etc); a preferential customs tariff for goods (including consumer goods) imported into the Zones; and simplified immigration procedures. These measures especially the last two, would necessitate a clear line of demarcation. (even a barrier) between the Zones and adjoining areas on which
subject there has been considerable speculation but no authoritative
statement.
