Without any advance publicity, the Chinese Prime Minister, Zhao Ziyang, visited the Shenzhen Special Economic Zone (SEZ) from 15 - 18 August 1981. He traversed the Zone completely, from the shores of Mirs Bay in the east to Shekou Special Industrial Zone in the west, taking in the two major border crossings to Hong Kong at Man Kam To and Lo Wu. He subsequently left Shekou by sea for a similar inspection of the Zhuhai SEZ, north of Macau. Included in his party were the Provincial Party First Secretary, the Provincial Governor and the First Director of the Hong Kong Branch of the NCNA. The visit, following the major decisions taken in Beijing in June (para 9, July 1981 Report), emphasises the close interest of China's leadership in the SEZS and is likely to presage determined and extraordinary efforts to accelerate their development and expansion of commercial and industrial activity. Zhao is reported to have stressed that private enterprise should be allowed freedom from official intervention so that it could develop to its full capacity.
NCNA Attitude to Local Disputes

The Hong Kong Branch of the NCNA decided to withhold support from aggrieved shop owners in three areas due for redevelopment by the Government. The shop owners had sought help in the submission of a petition to Beijing but the NCNA advised against such action and urged peaceful settlement locally. Likewise it has declined to back squatters under notice of removal from the vicinity of Kowloon Walled City. contrast with occasions earlier this year when NCNA were giving hints of concern over the removal of other squatters.
