1. Thank you for your letter of 24 March about the Shenzhen River border.

2. It is, as you say, the general rule that where a border follows the course of a river it shifts when the river shifts. But the Chinese evidently do not recognise this, and it is not for us to court bother over three-ha'pennyworth of wasteland. We, and our departmental legal adviser, therefore fully agree with the course of action detailed in your paragraph 7.
