about Hong Kong:

'To ask HMG whether they will appoint a Royal

Commission to survey the unique social and political

problems of Hong Kong and to make recommendations

regarding its future.'

It is for answer on 24 February.

I submit a draft winding-up speech, notes for supplementaries,

to be incorporated into the speech as appropriate, and a background

note on the latter.

3. I understand Lord Trefgarne will wind up the debate for the

Government and I shall brief him orally as arranged at 11.45 am

on 24 February. I shall also be in the box throughout the debate.
