Government expenditure on the four key areas of social services education, medical and health services, social ncreased welfare and labour has more than five-fold over the last

decade (1970/71 - 80/81) from HK$810.3 million to HK$5,315.1 million. The social services budget (excluding public housing) now accounts for 28.8 per cent of total Government expenditure.
