state of negotiations concerning the future of the Falkland Islands.

Mr. Ridley: Following exploratory talks with the Argentine Government in April, I visited the Falkland Islands to consult islanders on their views and to see whether a basis exists for further talks .. with the Argentines. It is the Govern

ment's aim to achieve a solution which would be acceptable to all parties. No solution can be agreed without the en- dorsement of the islanders as well as that of this House.

Hong Kong

Mr. Hooley asked the Lord Privy Seal, pursuant to the Minister of State's reply to the hon. Member for Sheffield, Heeley on 29 October, Official Report, column 294, whether he will set out the views of Her Majesty's Government on the status of Hong Kong which were des- cribed in the letter of 14 December 1972 as being well known but were not set out.

Mr. Blaker: Hong Kong is a depen- dent territory administered as part of Her Majesty's Dominions under the Hong Kong Letters Patent 1917 to 1976 and the Hong Kong Royal Instructions 1917 to

1977.

Antigua

Mr. Forman asked the Lord Privy Seal if he will make a statement about pro- gress towards independence for the West Indies Associated State of Antigua.

Mr. Ridley: The Antigua Government have asked that a constitutional confer- ence should be convened with a view to independence being granted to Antigua under section 10(2) of the West Indies Act 1967. I have invited the territory's Government and Opposition parties, and the Independent Member for Barbuda, to send representatives to a constitutional conference to begin at Lancaster House on 4 December. All have accepted this invitation.

Belize

Mr. Rowlands asked the Lord Privy Seal whether he will make a statement on the recent United Nations debate on the future of Belize; and when he now ex- pects to convene a constitutional con- ference to prepare for Belize's indepen- dence.

Mr. Ridley: In accordance with United Nations General Assembly Resolution No. 35/20 of 11 November 1980, a con- stitutional conference will be convened in the near future with the intention of bringing Belize to early independence.

It remains the Government's objective to secure a negotiated settlement of the dispute with Guatemala. To that end, a proposal for a further meeting with Guatemalan representatives has been put to the Guatemalan Government. .

WALES

Military Training Grounds (Access)

Mr. Wigley asked the Secretary of State for Wales whether there are any circumstances in which the Army can go ahead with new road access schemes to military training grounds without first obtaining planning permission and an- nouncing its proposals in a way that allows opponents time to present their objections.

Mr. Michael Roberts: Development by the Crown does not require planning permission but, unless the proposals in- volve national security, Government Departments consult local planning autho- rities in accordance with the procedures set out in Welsh Office circular 5/77, a copy of which is in the Library.

Departmental Reports

Mr. Field asked the Secretary of State for Wales if he will list those reports from Royal Commissions, official de- partmental committees or from ad hoc advisory groups established by his De- partment which have been published dur- ing the part 10 years by his Department (either totally or jointly with other De- partments) and which have yet to be debated in the House.
