I have just see the Hansard Report on your reply to Lord Brockway on 24th February. Many thanks for this comprehensive and sympathetic reply. I cannot think of anything more disastrous at this precise juncture in Hong Kong relations with China than a Poyal Commision on Hong Kong and its future!
