1. Mr Arthur spoke to you about the submission on this subject which is at present with the LPS. I attach a copy of the submission. I realise that the Secretary of State will probably not have time to look at it until the end of next week, by which time the LPS's views should be available. However, you may find it useful to have an advance look at the papers yourself.

2. You will note that there is no summary of the submission. However, the draft OD paper (second attachment at Flag B) amounts to a summary of the problem.
